In his address, he read the UPNVJ Chancellor's remarks saying that the issuance of Presidential Decree No. 120 of 2014 concerning the establishment of UPNVJ, established UPNVJ as a state university within the Ministry of Research, Technology and Higher Education. This change in status certainly has various consequences for UPNVJ to make various adjustments and changes so that management is in accordance with the provisions that apply to state universities within the Ministry of Research, Technology and Higher Education.
Gradually, UPNVJ is currently making changes starting from the new student admission system, financial system, staffing system, material management and education operations. This requires fundamental changes, especially in the work culture, mindset and governance. The role of the Ministry of Research, Technology and Higher Education in accelerating the implementation of the PTNB organization is shown by the issuance of the Minister of Research, Technology and Higher Education Number 41 of 2015 concerning the Organization of the UPNVJ Work Procedure, with the issuance of this Ministerial Regulation there is clarity regarding the organizational structure, the duties and functions of each position and what is even more encouraging is the issuance of a Presidential Decree Number 10 of 2016 concerning lecturers and education staff, this shows that there is already legal certainty regarding the status of non-PNS employees. Hopefully this hope can accommodate problems regarding the employment status of non-PNS especially at UPNVJ.
