UPNVJ Public Relations - Three deans from the Veteran National Development University (UPNVJ) Jakarta signed a cooperation agreement with the Humbang Hasundutan Regency Government (Humbahas Regency Government), North Sumatra, on Thursday (September 18, 2025). The agreement aims to strengthen synergy between academics and research, as well as improve the capacity of state civil servants (ASN).
The signing was led by the Dean of the Faculty of Law (FH) UPNVJ, Dr. Suherman, SH, LL.M., the Dean of the Faculty of Social and Political Sciences (FISIP) Dr. S. Bekti Istiyanto, and the Dean of the Faculty of Economics and Business (FEB) Dr. Jubaedah, along with administrative officials from the Humbahas Regency Government. This collaboration targets the development of civil servant human resources through legal literacy, communication ethics, and good governance.
Dr. Suherman emphasized the importance of ethical and communicative competencies for civil servants. "Civil servants must convey policies politely, clearly, and with integrity to avoid misunderstandings or legal issues," he said.
Humbang Hasundutan Regent Oloan Nababan added that communication reflects the integrity of civil servants. "Civil servants are not just policymakers, but role models in speaking and interacting, thereby gaining greater public trust," he said.
This event also included a seminar to strengthen the capacity of civil servants (ASN), in accordance with Law Number 20 of 2023 concerning ASN. This law emphasizes the professionalism, integrity, and work culture of ASN as implementers of government duties and national development.
This collaboration is expected to produce competent and professional ASN, supporting quality public services in the regions.
