UPNVJ Public Relations – Veteran National Development University Jakarta (UPNVJ) strengthened its human resource management through Socialization and Technical Guidance on Calculating Employee Needs Plans Based on Job Analysis and Workload Analysis. The activity, which took place at the Bhinneka Tunggal Ika Auditorium of UPNVJ, Wednesday (22/7/2026), featured Muhammad Adhimawan Wijaya, Staff of the Directorate of Human Resources, Directorate General of Higher Education, Ministry of Higher Education, Science, and Technology, as a resource person.
This activity involved university and faculty leadership. Socialization and technical guidance were held to build a shared understanding in developing objective, accurate, and relevant staffing needs for each work unit.
UPNVJ Chancellor, Prof. Dr. Anter Venus, MA, Comm., said that the availability of appropriate employees in terms of number, competence, and distribution is one of the main foundations in realizing professional, adaptive, and accountable higher education governance.
"UPNVJ remains committed to realizing professional, adaptive, and accountable higher education governance. One of its main foundations is the availability of appropriate human resources, both in terms of quantity, competence, and distribution across each work unit," said Venus.
According to him, organizational development, increasing number of students, development of study programs, demands to improve the quality of the tridharma of higher education, and transformation of higher education services mean that employee needs planning must be prepared in a more systematic and data-based manner.
Venus continued, saying that planning staffing needs can no longer be done based on habit or estimation. Every work unit needs to utilize Job Analysis (Anjab) and Workload Analysis (ABK) as objective, accountable tools.
Job descriptions are used to ensure each position has clear functions, duties, responsibilities, work results, and competencies. Meanwhile, the ABK provides an overview of the ideal number of employees based on the actual volume of work performed by each unit.
The use of these two instruments is expected to result in more accurate, efficient staffing needs planning that aligns with the university's development direction. The results will also serve as a basis for planning staff recruitment, competency development, redistribution, and utilization within UPNVJ in the coming years.
Therefore, Venus is asking all work units to actively participate by submitting valid data that accurately reflects the organization's condition. Data quality is crucial to ensuring that the resulting personnel policies not only meet administrative requirements but also address institutional needs.
"The success of developing a staffing needs plan depends heavily on the quality of the data submitted. All work units are expected to actively participate to ensure the calculations truly reflect the organization's actual needs," he said.
Through these activities, participants received explanations regarding policies, methodologies, and procedures for calculating planned staffing needs based on applicable regulations. Mentoring from the Directorate of Human Resources at the Directorate General of Higher Education also provided opportunities for participants to consult on various issues faced by work units in conducting Anjab and ABK.
Venus expressed her appreciation for the support of the Directorate of Human Resources of the Ministry of Higher Education, Science, and Technology in providing technical assistance to UPNVJ staff. The presence of the speakers is expected to improve participants' understanding and prevent differences in interpretation in the process of collecting and processing employee needs data.
In addition to improving planning accuracy, this activity aims to strengthen integrated, accurate, and sustainable personnel data management. Quality data will help universities respond to government policies, place employees according to needs, and optimize the implementation of the Tri Dharma of Higher Education and community service.
Venus emphasized that calculating staffing needs is more than just completing administrative paperwork. This process is a strategic part of institutional development, directly related to organizational effectiveness and achieving the university's vision.
He hopes this outreach and technical guidance will serve as momentum to strengthen UPNVJ's human resource governance. Employee planning based on job analysis (Anajab), job descriptions (ABK), and valid data is expected to support UPNVJ's development as a superior, competitive university that will make a real contribution to national development.
