2025 National Symposium: Inspector General Purwolelono Emphasizes Strengthening Digital Sovereignty for a Golden Indonesia by 2045
Public Relations of UPNVJ – Inspector General of Police Purwolelono, SIK, MM, Expert Analyst for Defense and Security at the Indonesian National Resilience Institute (Lemhannas RI), presented the concept of transforming non-military-based national defense in the digital era. The presentation emphasized the need to strengthen national resilience through digital literacy, cyber mutual cooperation, and technological innovation to achieve Golden Indonesia 2045. The event, held in Jakarta, highlighted threats such as disinformation and cyberattacks that threaten national sovereignty. Purwolelono called for active public participation in building a strong Digital Patriot.
This transformation shifts the paradigm of national defense from a conventional military approach to a comprehensive awareness of cyberspace, information, economics, culture, and psychology. According to Purwolelono, the new battlefield is cyberspace, where invisible threats such as hoaxes, hate speech, and the exploitation of citizens' data can massively undermine national stability. The goal is to build holistic national resilience, involving all levels of society to confront digital radicalism and proxy warfare.
Key challenges in the digital space include information warfare, cyberattacks on critical assets, data sovereignty violations, and moral degradation caused by a deluge of destructive content. To address these challenges, Purwolelono proposed five pillars of transformation. The first pillar, cognitive, focuses on sovereign digital literacy through the integration of the Pancasila curriculum in education and the national "Smart Digital Media" movement to verify information and contribute positive content.
The second pillar, participatory, emphasizes digital mutual cooperation by building a Digital Civil Defense through a network of hoax-fighting volunteers, triple helix collaboration between government, academia, and businesses, and community empowerment such as the Indonesian National Defense Movement (GBNI) as a ground force for cyber awareness.
The third pillar, technology and regulation, promotes digital sovereignty by accelerating national digital infrastructure, strengthening the National Cyber and Crypto Agency (BSSN), and strictly implementing the Personal Data Protection (PDP) Law. The fourth pillar, the economy, views innovation as a form of national defense through a superior digital talent ecosystem, protecting local products, and supporting MSMEs in digital transformation.
The fifth pillar, culture, strengthens digital identity through the National Content Movement for the production of Pancasila-based creative content, the digitization of cultural heritage, and the promotion of the Indonesian language online. Lemhannas RI acts as an integrator and catalyst, instilling this concept in aspiring leaders and facilitating dialogue between stakeholders, including collaborations with the government, academics such as UPN Veteran Jakarta, community organizations such as GBNI, and the private sector.
Towards a Progressive Indonesia 2045, Purwolelono defines a Digital Patriot as an individual who disseminates accurate information, creates local digital products, teaches online diversity, reports radical content, and uses data wisely. His core message: Victory in today's digital space determines the nation's future. The call to action is directed at GBNI (National Institute of National Education) to become a pioneering cyber mutual cooperation network, and UPN Veteran Jakarta as a center of excellence for digital patriotism studies.
Prof. Dr. Anter Venus, MA, Comm., Rector of the Veteran National Development University Jakarta (UPNVJ), welcomed this initiative. "The digital national defense transformation aligns with UPNVJ's vision of developing leaders with integrity. We are committed to integrating this study into the curriculum, strengthening Pancasila-based education policies, and achieving greater heights in building national resilience," he said.
