Public Relations of UPNVJ — The National Development University “Veteran” Jakarta (UPNVJ) received a working visit from Pattimura University (Unpatti) to discuss improving the quality of goods/services procurement governance at the Public Service Agency (BLU) through strengthening the e-procurement system currently being developed by Unpatti. This activity took place face-to-face in the Nusantara 1 Meeting Room of UPNVJ, Friday, February 13, 2026. This working visit was led by the Rector of Unpatti, Prof. Dr. Fredy Leiwakabessy, M.Pd, accompanied by the Vice Rector for Finance and General Affairs of Unpatti, Prof. Dr. Pieter Kakisina, S.Pd., M.Si, along with the Unpatti Working Group (Pokja) team. From UPNVJ, the group was received directly by the Vice Rector for Planning, Finance and General Affairs of UPNVJ, Prof. Dr. Ir. Netti Herawati, M.Si, along with the Head of SPI UPNVJ and the UPNVJ Working Group Team.
This meeting focused on the mechanisms, references, and comparisons for electronic-based BLU goods/services procurement governance, from the needs planning process and supplier selection process to control and reporting. The Unpatti team utilized this forum to deepen their understanding of work procedure development, risk mitigation, and compliance enhancement to ensure the e-procurement system is consistent, accountable, and transparent.
During the discussion, the UPNVJ Working Group (Pokja UPNVJ) presented its experience in strengthening BLU governance, including the importance of integrating planning, budgeting, and procurement to ensure a more orderly and auditable procurement process. This strengthened governance is key to ensuring that procurement of goods and services not only prioritizes speed but also maintains the principles of prudence and accountability in BLU budget management.
Beyond technical aspects, the discussion also emphasized the role of internal oversight. The presence of an Internal Audit Unit (SPI) is crucial for ensuring the procurement process complies with regulations, minimizing potential conflicts of interest, and ensuring timely follow-up of evaluation results. On this occasion, the Unpatti and UPNVJ teams also exchanged best practices related to strengthening procurement documentation, standards for completeness of evidence, and inter-team coordination patterns throughout the procurement process.
UPNVJ and Unpatti agreed that modernizing electronic procurement requires strengthening human resource capacity, from understanding regulations and managing data to a work culture that prioritizes integrity. Therefore, this forum also opened up discussions on follow-up plans, including knowledge sharing, document format alignment, and strengthening procurement governance through performance indicators.
This visit also reinforced the university's commitment to building better public services through professional management of Public Service Agency (BLU). In line with strengthening BLU governance within UPNVJ, the Vice Rector for Public Service and Public Administration (PKU) of UPNVJ, Prof. Netti, emphasized that the essence of BLU is management flexibility aimed at improving services and carried out with utmost care. Through consistent system and governance strengthening, UPNVJ encourages improvements in the quality of educational services and infrastructure to be directly felt by students and the community.
