Improving Budget Effectiveness, UPNVJ Holds Dissemination of Government Agency Performance Accountability System (SAKIP)

HumasUPNVJ - The implementation of SAKIP is a mandate from the Presidential Regulation of the Republic of Indonesia Number 29 of 2014, SAKIP is a system designed in the framework of accountability and improving the performance of government agencies, therefore UPN Veteran Jakarta through the Evaluation of Program Implementation and Budget section organizes Socialization of the Government Agency Performance Accountability System ( SAKIP) with resource persons Arnold Achdijalsjah, Head of Accountability and Reporting Section and Praharani Anjasmara Raganingrum Head of Accountability and Reporting Subdivision II Kemenristekdikti in Nusantara room 1 rectorate building, Friday (11/15/19).

Performance Accountability is the embodiment of the obligation of a government agency to be accountable for the success/failure of implementing Programs and Activities that have been mandated by stakeholders in order to achieve the organizational mission in a measurable manner with performance goals/targets that have been set through periodic government agency performance reports.

In this case the Chancellor of UPN Veterans Jakarta, Erna Hernawati said "Sakip is something that must be understood, this performance will determine the value of the budget obtained and whether it is effective or not the budget used by UPNVJ" he said.

He also said that every year UPNVJ is obliged to carry out accountability which must be a common concern by always paying attention to the effectiveness of the budget used and he hopes that the Internal Supervisory Unit (SPI) has an application system that can oversee the performance and budget in UPNVJ.

"From year to year we have to be accountable and it should be a concern for all of us. Not only that, you have to learn a lot about how to use the budget actively and effectively, the more you absorb the budget, the better. And I hope that SPI as a supervisor can create a system to oversee the performance and budget at UPNVJ," he said.

In front of the 58 socialization participants which included representatives of work units within the UPNVJ environment, the resource persons provided socialization which included conveying the legal basis of SAKIP, the purpose of the evaluation was to find out the level of agency performance accountability, the components of SAKIP assessment, the method of carrying out the evaluation and informing what follow-up action was carried out by PTN with the results of performance accountability evaluation.

The resource person also conveyed that the work report is an overview which explains briefly and in full the performance achievements that have been prepared based on the performance agreements stipulated in the context of implementing the State Revenue and Expenditure Budget.

Not only that, this socialization also discussed monitoring and evaluating the 2019 academic year of UPN Veterans Jakarta where budget realization or the target curve for realization of budget absorption increased every year.

Important notes or matters that need to be of mutual concern, namely the order in submitting contract data, order in UP/TUP management, reducing the DIPA revision rate, minimizing SPM returns/errors, submitting Treasury LPJ in a timely manner and minimizing the minus ceiling value.

With this socialization, it is hoped that the implementation of SAKIP in the coming years will be better, both in terms of activity accountability, preparation of Work Plans and Performance Agreements as well as other performance indicators as well as possible, so as to show relevance and continuity that is relevant and realistic.
