UPNVJ Public Relations – The National Accreditation Board for Higher Education (BAN-PT) held a socialization of Permendiktisaintek Number 39 of 2025 concerning Higher Education Quality Assurance at the Western Region BKS-PTN Quality Assurance Forum. The event took place at the MERCe Auditorium, Limo Campus of UPN “Veteran” Jakarta, with UPNVJ acting as the host. The socialization was led by Prof. Dr. Retno Widiawati, M.Si., from the BAN-PT Accreditation Council, and attended by representatives of quality assurance institutions from various PTNs in western Indonesia.
Prof. Retno stated that this new regulation, replacing Ministerial Regulation No. 53 of 2023, is a strategic step by the Ministry of Education, Culture, Research, and Technology. The goal is to align the policy with legal requirements and developments in higher education. This change aligns the substance of higher education quality policy to make it more adaptive, sustainable, and have a global impact.
Minister of Education and Science Regulation Number 39/2025 emphasizes three main components: the National Standards for Higher Education (SN-Dikti) covering education, research, and community service; the Higher Education Quality Assurance System (SPM Dikti) consisting of SPMI and SPME; and the Higher Education Database (PD-Dikti) for transparent oversight. This regulation revokes the old rule while strengthening the role of BAN-PT and the Independent Accreditation Institution (LAM) in external accreditation. Prof. Retno emphasized the integration of SPMI-SPME so that quality exceeds minimum standards. New aspects include adjusting the regulatory structure to be comprehensive, learning flexibility such as recognizing past experience, collaboration with DUDI for graduate competencies, and PD-Dikti-based quality data for public accountability.
BAN-PT expects state universities in the West Java BKS-PTN to immediately adjust their internal systems. Implementing this regulation will build a strong, transparent culture of quality, and improve graduate quality and the global competitiveness of Indonesian universities.
