Workshop on Permendiktisaintek 39/2025, Chancellor: New Regulation Strengthens the Relationship between SPMI and SPME for the Quality of Higher Education

 

UPNVJ Public Relations - Veteran National Development University Jakarta (UPNVJ) held a workshop on Ministerial Regulation Number 39 of 2025 concerning Higher Education Quality Assurance, as well as dissemination of good practices for the Internal Quality Assurance System (SPMI). The event took place at the 8th Floor of the MerCe Hall, UPNVJ Limo Campus, Jakarta, on Friday morning. This collaboration with the Quality Assurance Forum (FPM) of the West Region State University Cooperation Agency (BKS PTN) involved experts and university leaders to strengthen the implementation of the new regulation that replaces Ministerial Regulation Number 53 of 2023.

The regulation emphasizes outcome-based education (OBE) and the internationalization of higher education, while clarifying the relationship between SPMI and the External Quality Assurance System (SPME) through the National Accreditation Board for Higher Education (BAN-PT) and Independent Accreditation Institutions such as LAM-EMBA. UPNVJ Rector, Prof. Dr. Anter Venus, MA., Comm., opened the event and emphasized synergy between higher education institutions as the key to quality improvement. "Permendiktisaintek 39/2025 marks a new era of higher education quality governance in Indonesia, with a focus on OBE and internationalization, and a clear relationship between SPMI and SPME," he said.

The Head of the FPM BKS PTN West Region, Prof. Dr. Ir. Wahyu Susihono, ST., MT., IPM., ASEAN Eng., highlighted the forum as a platform for sharing best practices. The event was officially opened by the Head of BKS PTN West Region, Prof. Dr. Ir. Marwan, IPU., who viewed regulatory changes as an opportunity to adapt in the digital era. The first session was led by Prof. Dr. Retno Widowati from the BAN-PT Accreditation Council, who explained policy adjustments that emphasize flexibility, transparency, and the active role of universities in SPMI.

The second session presented Prof. Dr. Dian Agustia, SE., M.Si., Ak., CMA., CA from LAM-EMBA, discussing the implications of accreditation with the latest instruments for the fields of economics, management, business, and sustainable accounting. The third session, moderated by Dr. Fitria Riany Eris, SP., M.Si., disseminated SPMI practices through the PPEPP cycle (Determination, Implementation, Evaluation, Control, Improvement), where participants shared effective strategies. The event closed with a meeting of FPM administrators and socialization of the work program of the BKS PTN West Region.

This workshop expanded the network among state universities in the western region and developed joint strategies to address challenges in education quality. It is hoped that BKS PTN members will be increasingly prepared to implement sustainable SPMI, focused on academic and non-academic improvements, to support quality higher education in Indonesia.
