Beniharmoni, Faculty of Law, UPNVJ, Represents Academics in the Socialization of the New Criminal Procedure Code Ahead of the 2026 National Criminal Code

 

Public Relations of UPNVJ - Lecturer of the Faculty of Law of the National Veteran Development University of Jakarta (FH UPNVJ) Dr. Beniharmoni Harefa, SH, LL.M., became a resource person for the socialization of the new Criminal Procedure Code (KUHAP) at the Directorate of General Criminal Investigation of the Jakarta Metropolitan Police on November 27, 2025. This activity responded to the ratification of the new KUHAP on November 18, 2025, preparing investigators to face the National Criminal Code starting January 2, 2026.

As the deputy dean for academic affairs and government expert in the preparation of the RKUHAP, Dr. Beniharmoni explained innovations for the modernization of criminal justice that are more inclusive and pro-human rights.

The event was opened by Deputy Director of General Criminal Investigation, AKBP Putu Kholis Aryana, who emphasized the synergy between academics and the police in legal reform. Dr. Beniharmoni explained that the 44-year-old 1981 Criminal Procedure Code (KUHAP) was no longer relevant and therefore needed to be updated to align with Law Number 1 of 2023 on the National Criminal Code and optimize human rights protection.

Key reforms include restorative justice mechanisms, advancing the rights of witnesses and victims, including vulnerable groups such as people with disabilities, women, and the elderly. He also highlighted strengthening the role of advocates, expanding the scope of pretrial proceedings, changing the legality of evidence, and implementing an information technology-based justice system for efficiency and transparency.

In the context of proof, evidence now includes testimony from witnesses, experts, letters, defendants, physical evidence, electronic evidence, judicial observations, and other legally obtained forms. This step ensures the process is lawful and strengthens the accountability of national criminal enforcement.

Dr. Beniharmoni's contribution as an academic representative who is directly involved in the preparation and socialization of regulations realizes the Tri Dharma of Higher Education, especially community service through applied legal research.

UPN Veteran Jakarta Rector Prof. Dr. Anter Venus, MA, Comm., stated that this activity aligns with the university's vision. "Dr. Beniharmoni's role in the socialization of the new Criminal Procedure Code strengthens UPNVJ's policy of building national defense capacity through criminal law reform. This accelerates the achievement of Indonesia Emas 2045 with a justice system that is inclusive, technology-adaptive, and pro-human rights," he said.
