UPNVJ Public Relations – Prospective Chancellor Candidate Number 1 for the National Development University “Veteran” Jakarta (UPNVJ), Dr. Sakroni, S.ST., M.Pd., offers a transformation of higher education based on National Defense through nine strategic programs and the First 100 Day Agenda. The idea titled “UPNVJ Impacts: Defending the Country, Defending the People, Impacting Indonesia” was presented in the presentation of the prospective chancellor’s vision, mission, and work program at the Bhinneka Tunggal Ika Auditorium, UPNVJ Pondok Labu Campus, Jakarta, Thursday (30/7/2026).
Through this vision, Dr. Sakroni is committed to fostering UPNVJ to become a National Defense Campus based on Pancasila, ethical, superior, innovative, inclusive, and with an international reputation. The university's development is also directed towards generating tangible benefits for society, strengthening social justice, and supporting Indonesia's progress.
Dr. Sakroni believes that UPNVJ's transformation cannot simply focus on organizational change and achieving performance indicators. The process must maintain humanitarian values as a foundation so that lecturers, educational staff, students, and all elements of the academic community can grow together in a collaborative, healthy, and integrated environment.
According to him, the changing landscape of higher education, technological developments, and increasing societal demands provide momentum for UPNVJ to make a leap forward. UPNVJ is considered to have a strong institutional foundation, but still needs to strengthen governance, service quality, human resource welfare, asset management, and funding independence.
To chart a development path until 2030, Dr. Sakroni outlined ten strategic challenges. These include improving academic quality and differentiation, the relevance of graduate competencies to workplace needs, strengthening research and innovation downstreaming, improving human resource welfare, and ensuring university financial independence.
Other challenges include asset optimization, the construction of a teaching hospital, digital transformation and the use of artificial intelligence (AI), the creation of a safe and inclusive campus, and enhancing global reputation and partnerships.
In response to these challenges, Dr. Sakroni offers six main missions. These include providing superior and character-based education; strengthening impactful research, innovation, and community service; developing clean, digital, and accountable governance; and creating an inclusive, safe, healthy, and green campus.
The other two missions are aimed at expanding national and international networks and developing professional, prosperous, and highly integrated human resources. The overall mission is designed to strengthen UPNVJ's identity as a National Defense university that adapts to developments in science, technology, and societal needs.
The proposed transformation architecture is built on the values of Pancasila, National Defense, the PIKIR (Mindful Thinking) culture, integrity, academic freedom, and social awareness. This foundation is strengthened through human resource development, service digitization, AI utilization, strengthened governance of Public Service Agencies, sustainable financing, and cross-sector collaboration.
The strategy is translated into nine programs that include future education, impactful research, inclusive campus, integrity-based governance, internationalization, institutional independence, green-digital campus, strengthening human resources and welfare, and developing the BELA.NEGARA AI & Knowledge Ecosystem.
In the education sector, the transformation is focused on developing adaptive learning, a curriculum relevant to future needs, and strengthening the National Defense character. Meanwhile, the research agenda focuses on improving research quality, downstreaming innovation, and utilizing research findings to address societal issues.
Dr. Sakroni also prioritized human resource well-being as a crucial component of the transformation. Strengthening competencies, a transparent career development system, a healthy work environment, and performance-based rewards are expected to increase productivity and foster a sense of ownership within the institution.
If entrusted with leading UPNVJ, Dr. Sakroni will implement the First 100 Days Agenda through five stages: listening, auditing, improving, launching, and reporting. The initial phase will involve a forum for academic aspirations and audits of academics, finance, human resources, and assets.
The audit results were then used to compile a baseline of performance indicators, establish a cross-disciplinary acceleration team, and improve university service standards. Subsequent programs included the development of a complaints dashboard, the development of an integrated management system blueprint, the implementation of single sign-on, and the launch of the UPNVJ Impact Dashboard.
The achievements of the 100-Day Agenda will be presented to the public as a form of leadership transparency and accountability. This reporting mechanism is expected to open up opportunities for evaluation and ensure that each program can be monitored by the academic community.
Dr. Sakroni also prepared risk mitigation strategies by strengthening regulatory compliance, diversifying funding sources, managing projects based on feasibility studies, and enhancing cybersecurity. The development of university business activities must also be carried out in a balanced manner without compromising the implementation of the Tri Dharma of Higher Education.
He emphasized that transformation can only be successful if it is implemented in stages, transparently, and involves all elements of the university. Therefore, he proposed a collegial leadership model, positioning the University Senate as a strategic partner in maintaining academic integrity and determining the direction of institutional policy.
The presentation of the vision, mission, and work program is part of the UPNVJ Rector Election for the 2026–2030 period, which was conducted in an open, transparent, and accountable manner. This forum provided the Senate and academic community with an opportunity to assess the ideas, leadership capacity, and strategies of each prospective candidate in continuing UPNVJ's transformation into a leading National Defense university that will have an impact on Indonesia.
