UPNVJ Determines the Serial Numbers of Three Candidates for Rector for the 2026–2030 Period

UPNVJ Public Relations – Veteran National Development University Jakarta (UPNVJ) has determined the candidate numbers for three rectors for the 2026–2030 period through a hybrid drawing held in the Nusantara 1 Meeting Room on Tuesday (October 6, 2026). This stage is a crucial part of the UPNVJ Rector Election process, following the initial selection and screening process.

The drawing results determined Prof. Dr. Drs. Anter Venus, MAComm. as candidate number 1 for rector, Prof. Dr. Memen Kustiawan, SE, M.Si., MH as candidate number 2, and Prof. Dr. Drs. Abdul Halim, SH, M.Ag. as candidate number 3.
The drawing took place openly, transparently, and objectively, and was witnessed by all prospective rectors and participants in attendance. The process was conducted online using the Spinwheel app as a random drawing tool.
The Chairperson of the UPNVJ Chancellor Election Committee for the 2026–2030 Period, Silvia Anggraeni, ST, M.Sc., Ph.D., explained that the drawing of the ballot numbers is a necessary administrative stage before the chancellor election process enters the next agenda.

"We have now reached the rector selection stage. Previously, we conducted the selection and screening phase. Currently, three rector candidates have not yet received their ballot numbers, so today we are holding the drawing for the ballot numbers for the UPNVJ Rector candidates for the 2026–2030 period," he said.

Silvia explained that six prospective candidates participated in the previous selection process. Following a closed session of the UPNVJ Senate on July 15, 2026, four candidates were declared to continue the process. These four prospective candidates then participated in the ballot drawing on July 21, 2026.

In the drawing, Dr. Sakroni, S.ST., M.Pd. received number 1, Prof. Dr. Drs. Anter Venus, MA, Comm. number 2, Prof. Dr. Drs. Abdul Halim, SH, M.Ag. number 3, and Prof. Dr. Memen Kustiawan, SE, M.Si., MH, Ak., CA., CPA. number 4. These numbers were used in the stage of conveying the vision, mission, and work program on July 30, 2026. On the same day, the UPNVJ Senate held another closed session to determine three candidates for rector who were entitled to proceed to the election stage. The results determined Prof. Dr. Memen Kustiawan, SE, M.Si., MH, Prof. Dr. Drs. Abdul Halim, SH, M.Ag., and Prof. Dr. Drs. Anter Venus, MAComm. as the three candidates for UPNVJ Rector for the 2026–2030 Period.

According to Silvia, there are two mechanisms for determining the candidate's ballot number: through a University Senate meeting or through the Chancellor Election Committee. UPNVJ has chosen the lottery mechanism facilitated by the committee.
The online implementation was also chosen considering that there are rector candidates who live outside Jakarta and its surroundings.

"This serial number is part of an administrative procedure to maintain transparency. We hope the entire process will proceed smoothly," said Silvia.

*Anticipate the Election Schedule*
UPNVJ Senate Chair, Dr. Irsyaf Marsal, MH, said the drawing was carried out first as an anticipatory measure while UPNVJ continues to coordinate with the Ministry of Higher Education, Science, and Technology regarding the next stages.
According to him, there was previously a plan to interview the rector candidates with the ministry, but this has not yet been implemented. The schedule for the rector candidate selection is also still awaiting further confirmation from the ministry.

"The drawing of these ballot numbers is absolutely necessary. We're concerned that it's too close to the election, considering the rector elections conclude on October 24th. Therefore, we're anticipating this by holding the drawing beforehand," said Irsyaf.

He emphasized that all processes that have been implemented will continue to be coordinated with the ministry to ensure that each stage runs according to applicable procedures and regulations.

"We will convey this process to the ministry to ensure that we do not violate procedures, adhere to established regulations, and are consistent and consistent in implementing them," he said.

Regarding the timing of the appointment of the UPNVJ Chancellor for the 2026–2030 period, Irsyaf said that this authority lies with the ministry so that UPNVJ will follow the established mechanisms and schedule.

He hopes that the series of UPNVJ Chancellor Elections will produce the best leaders to take the university further forward.

"Hopefully, through this rector election, the best leader can be chosen from among the candidates who are basically good," he concluded.

*Two Stages of Drawing*
The drawing of ballot numbers is carried out in two stages using a Spinwheel. The first stage is used to determine which candidate will be chosen for rector, while the second stage determines the candidate's ballot number.

This mechanism gives all three candidates an equal opportunity to obtain a random number.
Based on the final results of the drawing, the serial numbers for the UPNVJ Chancellor Candidates for the 2026–2030 Period were determined as follows:

  • Serial Number 1 - Prof. Dr. Drs. Anter Venus, MAComm.
  • Serial Number 2 - Prof. Dr. Memen Kustiawan, SE, M.Si., MH
  • Serial Number 3 - Prof. Dr. Drs. Abdul Halim, SH, M.Ag.

The determination of this serial number is one of the stages towards the process of selecting the UPNVJ Chancellor for the 2026–2030 Period which will be carried out according to the provisions and schedule coordinated with the ministry.
