Public Relations of UPNVJ – The Faculty of Law of the National Development University “Veteran” Jakarta (FH UPNVJ) is strengthening its academic contribution to the development of Private International Law (HPI) through a collaboration with the Directorate General of General Legal Administration (Ditjen AHU) of the Ministry of Law of the Republic of Indonesia. The collaboration was signed by the Dean of FH UPNVJ Dr. Suherman, SH, LL.M. and the Director General of General Legal Administration Dr. Widodo, SH, MH in Bandung, Monday (31/8/2026). The collaboration is aimed at bringing together the research and scientific capacity of higher education institutions with the needs of the government in responding to increasingly complex cross-border civil law issues.

One focus of the collaboration is the development of Private International Law to support Indonesia's optimal involvement in international organizations. Strengthening this area is considered increasingly important given the increasing number of civil and commercial relations involving individuals, legal entities, and jurisdictions from different countries.

For the Faculty of Law (FH) UPNVJ, the collaboration with the Directorate General of AHU (Ahu) provides greater opportunities for higher education institutions to contribute through research, academic studies, scientific forums, policy discussions, and capacity building for faculty and students. These academic outputs are expected to support the government's need to formulate and develop legal policies that adapt to the dynamics of cross-border relations.

Dean of the Faculty of Law at UPNVJ, Dr. Suherman, SH, LL.M., believes that collaboration between universities and the government needs to be directed at programs that yield concrete benefits. Collaboration doesn't stop at signing documents but needs to be translated into academic activities and scientific development relevant to national legal policy needs.

Its implementation can include joint research, international seminars and conferences, knowledge exchange, policy discussions, development of lecturer and student competencies, and the preparation of legal studies that can provide input for the government.

This collaboration is relevant amid the increasing complexity of international private law issues. Human mobility, business activities, commercial transactions, cross-border marriages, and various legal relationships with foreign entities require a legal framework that provides certainty and protects national interests.

The Directorate General of AHU itself is mandated to prepare and implement policies in the field of Private International Law through the Directorate of Central Authority and International Law. Its scope includes, among other things, Private International Law, public international law, international institutions, apostille services, and the handling of cases involving foreign entities.

The involvement of the UPNVJ Faculty of Law also strengthens academic networks in the development of HPI Indonesia. Also present at the Bandung event were representatives from the Faculty of Law of the University of Indonesia, the Faculty of Law of Padjadjaran University, Parahyangan Catholic University, and Tarumanagara University.

The presence of several universities opens up opportunities for cross-institutional collaboration to enrich academic perspectives in addressing cross-border civil law issues. Universities can play a role through theory development and research, while governments bring policy perspectives and experience in the administration and delivery of legal services.

This synergy is crucial because Indonesia is facing the need to strengthen its Private International Law framework to better adapt to evolving transnational relations. Academic support is one element that can strengthen policymaking based on research and societal needs.

Through its partnership with the Directorate General of AHU, the Faculty of Law (FH) of UPNVJ aims to collaborate not only to expand its institutional network but also to provide students with learning opportunities and competency development. Involvement in studies, scientific forums, and discussions of current legal issues can connect students with legal policy practices at the national and international levels.

This collaboration also aligns with UPNVJ's development direction under the leadership of Rector Prof. Dr. Anter Venus, MA, Comm., who encourages universities to expand collaborations while ensuring academic programs generate real impact. Through strengthening research, government networks, and contributions to public policy, UPNVJ's Faculty of Law is expected to further strengthen the university's role as a strategic partner in addressing national challenges.

The collaboration between the Faculty of Law (FH) of UPNVJ and the Directorate General of AHU (Ahu) thus represents a step toward connecting legal scholarship with policy needs. Through ongoing collaboration, UPNVJ strives to make academic contributions to the development of Private International Law that provides legal certainty, is responsive to global changes, and remains grounded in Indonesia's interests.
