Menristekdikti Announces Clusterization of Indonesian Higher Education in 2019, Focuses on Outcomes from Higher Education.

Jakarta - The Ministry of Research, Technology and Higher Education (Kemenristekdikti) of the Republic of Indonesia again announced the 2019 clustering of Indonesian higher education institutions on Friday (16/8) Building D Kemenristekdikti, Senayan, Jakarta. This clustering was carried out to map Indonesian tertiary institutions which are under the auspices of the Ministry of Research, Technology and Higher Education in order to improve the quality of higher education as well as being the basis for the Ministry of Research, Technology and Higher Education to provide policies according to the capacity of each of these higher education clusters.

The goal is to map Kemenristekdikti's tertiary institutions on how to make individual policies in tertiary institutions later, so that in the future we can create quality tertiary institutions," said the Minister of Research, Technology and Higher Education (Menristekdikti) Mohamad Nasir who announced the Clusterization of Indonesian Universities 2019 at the same time launching the Legal Entity State Higher Education Book (PTNBH) on Friday (16/8).

In order to appreciate several universities with the highest ranking, the Ministry of Research, Technology and Higher Education is currently proposing to President Joko Widodo and the Ministry of Finance (Kemenkeu) to provide an 'endowment fund' or endowment fund to be allocated for research at the best universities in Indonesia.

"We want to propose a scheme, who can enter there will be an 'endowment fund' that we will build, we will submit it to the President, I ask for 10 trillion Rupiah for the start, so that later we can develop it for research at the university, but what about the mechanism later? we will arrange. This is how we encourage our universities to compete better," said the Menristekdikti.

On this occasion, the Minister of Research, Technology and Higher Education reiterated that there is no dichotomy between state universities (PTN) and private universities (PTS), the most important thing is the quality. Minister Nasir appreciated several PTS that were able to compete with PTNs and were in cluster 2.

The 2019 Higher Education Ranking focuses on indicators or assessments based on Output - Outcome Base, namely by looking at Input Performance with a weight of 40% which includes Input performance (15%) and Process (25%), and Outcome Performance with a weight of 60% which includes Performance Output (25%), and Outcome (35%). The addition of these new indicators is an effort so that universities can actively respond to the times, especially the fourth industrial revolution and the need for manpower.

"With changes in higher education performance assessments from previous years, it is hoped that tertiary institutions will be encouraged to place more emphasis on quality higher education products or outputs, namely by giving output weights that are greater than input weights," said the Director General of Science, Technology, and Institutional Institutions. In 2019, the Ministry of Research, Technology and Higher Education released the results of tertiary clustering into two (2) categories, namely the Non-Vocational Higher Education category (academic education), which consists of Universities, Institutes, and Colleges, and the Vocational Higher Education category, which consists of Polytechnics and Academy.

Non-Vocational Higher Education with a total of 2,141 tertiary institutions under the Ministry of Research, Technology and Higher Education obtained 5 (five) Indonesian higher education clusters with the composition of Cluster 1 totaling 13 tertiary institutions; Cluster 2 consists of 70 universities; Cluster 3 has 338 universities, Cluster 4 has 955 universities, and Cluster 5 has 765 universities. The following are one hundred non-vocational tertiary institutions with the highest ranking in Indonesia in 2019:

So that for the category of vocational tertiary institutions with a total of 1,128 tertiary institutions, 4 (four) clusters of Indonesian tertiary institutions were obtained with the composition: Cluster 2 totaling 5 tertiary institutions; Cluster 3 has 62 universities, Cluster 4 has 545 universities, and Cluster 5 has 516 universities.
